Check with the state's licensing authorities (maybe you can get a list) if you don't want to:

Choose companies that work in the electric utility space that hire these people.
Go INTO these companies to find out who these engineers are.
Contact each of them with your opportunity.

If this last solution sounds daunting, hire a good phone sourcer. You're not going to find these people (in the numbers you need to find them in) on the Internet. You'll be well pleased.

A Bachelor's degree in Electrical Engineering or Engineering Technology is required with at least 8 yrs of experience for the senior position and 5 yrs experience for the engineer position. Engineering experience must be related to the design, operation or maintenance aspects of the electric utility industry. A background in substation electrical systems and protection & control schemes is highly desired. Familiarity with applicable industry codes and standards, related to substations and transmission lines is preferred. Strong organizational skills, effective verbal communication, concise writing, and initiative are required. Proficiency in the use of information technology systems and associated software is required.

Individual plans, coordinates and manages the development of electrical engineering standards for design, procurement, and construction of CT, MA, & NH transmission lines and substations. Individual performs research of industry practices; assist in evaluating past practices, coordinates engineering reviews in CT and NH, supports engineering meetings in CT & NH, monitors vendor performance.

Frankly, I'd be speaking with operating engineers because these folks are the ones who work with your engineers when building the plants, substations, etc. Here's the CT local.
Hi Steve,

the typical paid sites,( Monster, Yahoo, etc) do not have many Engineer resumes posted. The positions are contract and are located in the Northeast.

It would be helpful to know why you're having difficulty "...having a hard time sourcing them from the usual sites."

More specifics in terms of problems to be solved, levels, KPIs.
