<p><br/>President Nixon decided to move key elements (OPD, EPD, and others) out of the Pentagon for "security" reasons like the terrorist attack on the Pentagon. He felt a direct hit on the Pentagon would cripple the military's ability to lead and function in a time of serious direct attack. </p>
<p>If the the 9/11 proved anything it reminded the military to spread its command structure so that a single key blow would not devastate our command and control and limit our response ability.</p>
