I don't know, doesn't seem like a good idea to me to lower fees. A few other options for these people might be to either pick up a contract where they are working on an hourly rate for a company, or to fill a few contract positions, so that they have that steady stream of weekly income coming in and can they focus their efforts on doing a great job for their clients, and filling their jobs. If you do quality work, word gets around and you'll get more business with the same clients as well as…
