If leadership is "the art of getting others to want to struggle for shared aspirations" (Kouzes & Posner) where does that leave recruiting?

of course they are; but growing up during the Civil Rights era of Dr. King, I saw that influence IS leadership. Identifying what are these shared aspirations IS the role of leadership. How then does recruiting break from its tactical shackles to become influential at all levels of an organization?
