We recently started paying our Executive Recruiters on a draw...Do they get paid vacation?

Does anyone have any insight to this topic as I don't have any experience with a draw scenario? Most of our recruiters are paid a low base...

I tried responding yesterday but for some reason it didn't 'take.'

When I was on straight commission (in Canada), the company paid us all 4% of our previous year's earnings every June to comply with labour laws (4%=2 weeks). You could also just tack that onto each cheque. Hope that helps.
One way is to let them keep two weeks of draw, rather than pay it back, and that's their vacation pay. That said, I worked for a big recruiting agency for ten years, and we didn't get any paid vacation, which never seemed fair, we'd still have to pay back the draw for vacation weeks. They justified it by saying we were able to take more vacation! I believe that paid vacation should be given to any full-time employee as part of a basic benefits package.
