In the past week I started a business which gathers applicants for company sponsored Commercial Drivers License training, qualifies them, and then places them in those training programs.

I've had several hundred applicants in less than a week, 77% of whom meet the initial qualifications for these programs- though I expect that many more of them will be disqualified by background and driving checks. My plan is to have personal conversations with each qualified applicant to gauge their interest and dedication to pursuing this notoriously difficult career.

Having established that there is sufficient applicant interest, my main issue now is building relationships with companies that offer these sponsored CDL training programs and determining the recruiting commission. I believe a trucking company, CRST, typically offers their employees somewhere between $100 and $200 for referring new students. http://www.joincrst.com/driver_referral.php. Since I'm doing a lot of the screening that the in-house recruiting department normally does, and providing them with a much larger pool of potential drivers, I assume that my referrals should be worth more.

1) Does anyone have insight on valuing the applicants and screening that I'm providing?

2) Can anyone offer some advice about getting these companies to work with me? I've reached out to 7 major companies that offer these training programs, received 2 flat out rejections (they don't work with TPR), 1 extremely large company has shown interest and said they will send me a NDA, and I'm in non-encouraging limbo with the others.

Thanks guys, this is my first foray into the recruiting industry. I appreciate all the information I've found on Recruiting Blogs and I'd be extremely grateful for any advice, comments, or criticisms that you can offer me.
