In bygone days of yore, I remember recruiting assignments involving finding highly skilled engineers and scientists with EBI (Extended Background Investigation) Clearances... a notch or two above "Secret" and "Top Secret" clearances.
My challenge was to find people with certain rare skills who had pre-existing higher-than-TopSecret clearances working in the military/aerospace/defence sector, without knowing any names of any individuals working at those companies.
Does anyone remember how this was done, and achieved? It can be done, but I'm talking about NOT using the internet (it didn't exist yet), and not using company directories, either. All the sourcing efforts had to be made solely by using phone-calls to gain Information about prospective candidates who worked under extreme cloaked secrecy, whose names were not available.
How did we achieve this? Way back when....
