So right now, if I understand correctly, you are only posting job descriptions on sites right? Not sure if you are allowed to use passive techniques or not but even if you can't are you using other networking sites to allow your network to assist you? Sites like LinkedIn, FaceBook, Twitter? Beyond that, you can begin doing phone sourcing (a la Maureen Sharib) or researching (I know AmyBeth Hale has some great tips on that). I thought I saw on your profile that this was for the insurance industry? If your industry requires certifications I believe that Broadlook's Diver could help as well.
