Is it normal to not get comission for recruiting for an agency?

I think it totally depends on the company, culture and compensation package.  Not everyone is motivated by $$, so commission isn't always a driving factor (or selling feature) for some recruiters.  If you are working in a position that is not paying commission, I'd make sure you negotiated a fair base (with bonus, perhaps?) and that you are not measured as if you were on a commission structure.

I've worked both before and the one with out the commission I felt more involved with the work and more motivated to do the right thing.  When I was paid commissions, I felt very evaluated on the amount of money I was bringing in and less on the quality of the placements. I much prefer quality over quantity, so I prefer no commission.

It can be a personal choice based on the background you are on. If you can run smoothly without commission, then you can prefer to move ahead that way else to have a deal of commission that pleases both parties.
