I have been recruiting engineers for over 10+ years now most specifically in consumer products. I have switched over to the civil engineer arena and am having difficulties in hiring these professionals! Some of it is due to competition, compensation and some of it due to our corporate culture which we are trying to change.

Any suggestions of techniques that have worked well in making offers and being able to get these folks to accept your offers would be greatly appreciated!
