High Volume, Light Industrial Recruiting: Anyone have commission structures that are proven to motivate recruiters?

We are a Tier 1 supplier to a couple of DoD manufacturers and we are heavy light industrial with one contract that is specifically Software Developers. We went from 2 recruiters to six and have decided to offer a commission pay-out for top performance. Our metrics are paramount to keeping our contracts, so, I think we should make them the basis of the commission plan. Anyone already having success with a commission plan?
