Is there A Way Around Applying For A Job Whilst Blacklisted Or Are All Applicants Declined

We decline most of our applicants when applying for positions in the Financial Services Industry if they are blacklisted and it comes down to this how will these individuals ever get to start over again and clear their bad credit record if the only experience they have is in the Financial Services Industry but no one will employ them?
