I've been hired to go "in house" for a short stint, which ATS for internal tracking

I work in the biotech industry with small start-ups, and a client of mine wants to implement an ATS. I will be going in-house for a few hours each week to help manage a recruiting drive.

Currently, I use maxhire for my search business, but want an "out of the box" solution to get them up and running with an ATS. They don't have an ATS and will use this system for:
1) ATS
2) Job Postings on their own and external web pages
3) Integration with Outlook
4) Interview Process
5) etc.

Maxhire is pretty much just for third party firms. Does bullhorn or PCrecruiter lend to being "in house" friendly?

For a start-up, and I'm assuming a bit of reluctance to spend big $$ on a system, I would look at Ants or Cats, which are both open-source, and low or no cost solutions. Ants is aimed more at the Corporate side, and Cats is more recruiter side, but can be very company friendly. Or you could look at Hiredesk or Openhire, both which are corporate ATS style systems.
