When you went to the site did you click on the Recruiter search firm section? If so there should be description of how the product works. You sign up for the program if you are approved you will be able to offer the 12 month Guarantee to your clients. You will also get a rate based on a few factors such as years of experience and the waiting period. You can choose to use the insurance for all of your placements or some or just 1. The insurance pays the claim to the hiring company (full placement fee) if your candidate leaves the job, becomes disabled and can't work, or dies for up to 12 months and after the waiting period.
