Working with Subcontractors...Yikes!

Good day! I would love to hear some insights into how other recruiters are managing third party suppliers.   We are running into challenges these days with candidates regularly falsifying their background and with rate negotiations.   I would be curious to know what tactics might be working for some... thanks.
