Although I have 12 years in the biz, I have never been involved in a bid process for the government. I just received an invitation to put in a bid for Executive Search with a local city and I'm unsure of what format I should use. Does anyone have experience doing this? I would be grateful for a template or any guidance.

I would ask the purchasing manager directly, but of course he is on vacation.
