Split fee opening - looking for ETRM BA ( business analyst) - need help to close

My client in Houston TX looking for ETRM BA consultant. Job details are below. Can any one give me hand in this job.

have a requirement in Houston for an ETRMS BA (Business Analyst). The
requirements are:
* 10+ years' of total Business and/or financial analysis experience
* 7 + in ETRMS
* Houston based
* Must have expertise in waterborne trading (i.e. trading by sea)
* Experience in either Triplepoint CXL or SolArc
* immediate start
* Oil & Gas background preferable
* Rate not to exceed US$ 130/ Hr. (all inclusive in Houston)
