What do you mean by 'design a process'? Have you ever been on the agency side? If not, I'd suggest investing in some training. Danny Cahill has a very good two day rookie program that you might benefit from. Obviously you're not a rookie when it comes to recruiting, but if you've never been on the agency side, you are a rookie when it comes to business development and Danny's course is half recruiting and half marketing and all about process. He really gives you a solid roadmap you can follow.
Aside from the training, best advice I can give you is to put in lots of overtime, start early and work late and focus on hitting your activity numbers, number of calls a day, people you talk to, interviews, client connections, submittals of candidates to clients....focus on high numbers here and the placements will come.
