Initially part of the Presidential Traveling Team but took an Action Officer Desk role at the Pentagon with the Officer Personnel Directorate (OPD) which eventually moved to the Military Personnel Center (MILPERCEN) in Alexandria, VA.
President Nixon decided to move key elements (OPD, EPD, and others) out of the Pentagon for "security" reasons like the terrorist attack on the Pentagon. He felt a direct hit on the Pentagon would cripple the military's ability to lead and function in a time of serious direct attack.
If the the 9/11 proved anything it reminded the military to spread its command structure so that a single key blow would not devastate our command and control and limit our response ability.
