Quality recruitment outcomes, inclusive of better diversity, depend on:  commitment, resourcefulness and investment – in that order.  

Where out-of-the-box-thinking applies in the recruitment process depends on how creatively one can leverage their personal (ownership) commitment and their time and dollar investment.  Managing these factors well will make all the difference in the outcomes.
