@Tino - great one here. What floor do you think HR/Recruiting is on? And where do they hide the 'War Room'?

It is a Great picture. 

HR/Recruiting is always on the 1st Floor which is appropriate for their "Gatekeeper" role.  HR executives, however, are on an upper floor but not the top floor.

 

The War Room is in the basement where it can survive a bomb blast (just kidding).  The War Room existed in days of old, particularly in aerospace and defense industries when defense contracts were plentiful but winning them necessitated going to war for the best talent available.
