Hands down, I would utilize the expertise of a 3rd Party recruiter. More often than not, TPR's are hungrier, more skilled, have more in depth knowledge of the industry they focus on, and (here is the main reason) they are paid by performance and not attendance.

Thanks for the comment Tom... Having a sick daughter, made me look at our profession differently yesterday, hence the video blog inspiration.  The "war for talent" is real, and while winning the battles is important, we must ask ourselves who do you want to "win the war" is the real question...
