How Many Recruiters does it take to screw in a lightbulb?

Calling all Canadian Trucking Recruiters to start sharing ideas to make this industry better with the quaility of drivers being hired.   What do you consider a good hire and a poor hire?  Why are many Tranportation Companies hiring poor drivers just to move their freight??????????
