The importance of HR & Talent Management in the current economic conditions

"Talent management is the science of using strategic human resource planning to improve business value and to make it possible for companies and organizations to reach their goals." What is the source of the "5 percent of organizations say they have a clear talent management strategy and operational programs in place" statistic? Even if true, how does this make the case that buying the solution advertised in this post will fix that? Or does it say, "This is a solution that is better than nothing." 

Any system with selection by algorithm depersonalizes the hiring process and is not progress. Listen to the complaints of job seekers falling into a computer generated black hole instead of lazy recruiters that claim they don't have enough time... or recruiting managers who are too cheap to apply resources that would restore a high touch human contact. Fix the problem instead of hiding it.

Dear Tom, the source is a talent management research written in 2012: http://iiste.org/Journals/index.php/EJBM/article/viewFile/1427/1352. Should you have more recent statistics from a valid research, please let me know.
