HI Everyone!

I am helping the Management Sciences for Health (www.msh.org) find a Recruiter/HR Generalist that is fluent in English/FRENCH. This individual MUST be fluent in both English and FRENCH. This is a requirement and is non-negotiable.

SUMMARY

Working closely with the Senior Human Resources Manager and Partner, the Recruiter/HR Generalist provides support to the Center of Pharmaceutical Management staff in the US and in field offices.

ESSENTIAL FUNCTIONS

• Working with the Senior Human Resources Manager and Partner and with other recruiters, provide full-cycle recruitment support to hiring managers for administrative and technical openings following established recruitment SOPs.

a) Meet and talk with managers in the US and abroad in order to understand their recruitment needs.
b) Assist managers by reviewing and editing job descriptions to conform to MSH’s format.
c) Post and advertise openings.
d) Screen applicants and conduct phone interviews.
e) Verify credentials.
f) Contact candidates and participate in interviews. Provide input and make recommendations.
g) Check references and share information with hiring manager to assist them in their decisions.
h) Extend employment offers for specific job openings
• Develop and maintain relationship with employment agencies, universities, and other recruitment sources
• Routinely review open positions under his or her responsibility. Manage the applicant flow through i-Recruiter and actively and with a sense of urgency source for relevant applicants using own network and various Internet sources and methods; actively follow up with managers to ensure prompt closure of open positions
• Routinely provide updates to the Senior Human Resources Manager and Partner and suggest options as necessary
• Update the CPM recruitment reports and coordinate weekly recruitment meeting.
Constantly and independently search for possible sources where to advertise and source for candidates, especially using Internet sources
• Actively and with a sense of urgency monitor advertised openings to recommend alternative advertising options to the Senior Human Resources Manager and Partner before the expiration of announcement until the position is filled
• Identify staffing agencies and serve as the point of contact; assist managers in hiring temporary staff
• Monitor the service of the staffing agencies and recommend changes as necessary
With the assistance of the Human Resources Coordinator, represent MSH at conferences and recruitment fairs for strategic recruitment purposes
• Check references for finalist candidates as necessary and update the Senior Human Resources Manager and Partner and the hiring managers about the results
• Benefits, Performance Evaluation, Employment Processes, Compensation, and Training
Assist in providing support to staff in the US and in field offices and projects with the PPRD process as needed, including assisting managers and staff in understanding the process and deliver training
• Deliver regular and project-specific new employee orientation to include MSH's policies, benefits and procedures for domestic staff and field offices
• Provide advice, assistance, and follow-up on company policies, procedures, and documentation
• Coordinate the FMLA process in the Arlington, VA office ensuring timeliness
Update the Senior HR Manager and Partner on any potential employee relation issues that may need attention
• Update job knowledge by participating in educational opportunities, reading professional publications, and maintaining personal networks
• Working with the HRMS Manager coordinate the Affirmative Action Plan process in the Arlington Office
• Demonstrate initiative in developing and recommending operating policy and procedural improvements
• Actively participate in HR staff meetings and provide input regarding the status of activities under his or her responsibility
• Perform these and other duties as assigned demonstrating initiative, collaboration, team work, a sense of urgency, confidentiality, and discretion in compliance with domestic and international employment laws
• Provide support to the Center during extended absences of the Senior Human Resources Manager and Partner

QUALIFICATIONS
 English fluency and French Fluency required
 Bachelor’s degree in human resources management or equivalent combination of education and experience, masters’ degree preferred. PHR certification desired and preferred
 Demonstrated experience as a recruiter and as a generalist in non-profit public health international organizations preferred. Recruitment experience in USAID-funded projects preferred
 Demonstrated effective internet recruiting skills and experience strongly desired and preferred; AIRS training is a definite plus
 Demonstrated excellent interpersonal skills and the ability to effectively communicate and work with staff at all levels
 Ability to handle human resources issues with a high degree of confidentiality, tact, and discretion, and good judgment
 Demonstrated initiative, ownership, and customer-service orientation skills, with the motivation and the ability to effectively function independently and as an HR team member
 Strong organizational skills and a strong understanding of paying attention to detail and accuracy
 A high degree of flexibility required with proven ability to access and manage multiple priorities simultaneously and meet competing deadlines in a time-sensitive manner
 Previous work experience in a culturally and linguistically diverse environment preferred
 Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook. Experience using ABRA database and i-Recruiter preferred
