Car, Truck, Horse & Pony Parking Meters Only Work When All Violators Can Be Ticketed & Tracked -- Otherwise They Are As Useless as a Bad ATS

An Applicant Tracking System (ATS) can be just as inadequate as a parking meter is for horses.  If your ATS cannot attract and track viable job applicants what good is it, really?  If it frustrates, blocks or pisses-off any job applicant what good is your ATS?
