Pre-Verified Resumes: Reality? or Urban legend?

Have any RBC members read this article? I'm curious to see what thoughts are on weather or not this truly is a value added service. A part of me feels that I do this as part of my own normal recruiting activity in sourcing candidates, but find it interesting a niche industry is rising around this service.
