Here's a solution to Japan's "guest worker" problem; it's possible that some compassionate Democrats may look at this as a means to cull the herd of people who are taking jobs away from Americans (hopefully you can sense my sarcasm).

In Japan, these workers "...quickly became the largest group of foreign blue-collar workers in an otherwise immigration-adverse country, filling the so-called three-K jobs (kitsui, kitanai, kiken — or hard, dirty and dangerous)."

I suspect this program won't last long - it has its inhumane elements especially for a highly cultured country - but it does conjure up thoughts as to what a government may do "manage" its overall worker pool.
