Very few recruiters are good at admin. That's a fact! They are too busy looking for the next deal, or at least they should be. They are the money makers and administrators clear up. But dont under estimate the value of excellent administration. Without proper admin, a recruiter will soon fail unnecessarily, irrespective of how good they are!
