What are the best practices for small business that may do infrequent recruiting -- and may not have the reputation and recognition of the big players?

When I work with small organizations, I target candidates at Fortune 1000 companies. The family atmosphere and opportunity to have a broader role is very appealing to those who feel like they are merely a number in their current company.
