Alex is should work just the same in deriving value on behalf of finding candidates given that the Google, Live and Yahoo etc search engines will be off of the canadian results. I highly recommend driver
I am not a Canadian but I think I can answer your question. (We also had questions on our forum like, would eGrabber tools work in Japan?)
Tools like Broadlook Diver or eGrabber ResumeFinder work well as long as there are resumes and contact information on the web that search engines would locate.

So, yes, it will find resumes from Japan or resumes of high-level experienced executives or any other types of resumes as long as they are indexed by a search engine. It improves your experience with search engines in terms of speed, efficiency and vairety of the search strings that will be used.
