What makes a website such as Hotjobs or Careerbuilder successful.

I would like to find out what recruiters and HR reps are finding useful in today's market. How do organizations determine what engine to utilize? What functions are considered "hot" in today's market for recruiters and HR reps. With the changing workforce, and the way recruitment is done, I'm curious to know what makes a these boards a success, and what other tools are utilized that are similar to Hotjobs or Careerbuilder.
