"Staffing Agencies" posting profiles on job boards

Has anyone come across this? I'm just curious how many agencies/recruiters are doing this and what the general consensus is on this practice? 

Example - Staffing company posts a profile on Dice.  You come across the profile and think, "Wow this person looks great!"  You call the number provided and what ya know its a "recruiter" fishing for a lead telling you that the candidate is one their consultants.

Submitting a "known" candidate to your client.

A battle since the beginning of time but what are your thoughts on submission of a candidate to your client that claims to "know" them already but hasn't spoken to them in the last couple years more importantly they are in your clients LinkedIn "Rolodex" but they fail to contact them for the current opening we're both trying to fill.
