"Staffing Agencies" posting profiles on job boards

Has anyone come across this? I'm just curious how many agencies/recruiters are doing this and what the general consensus is on this practice? 

Example - Staffing company posts a profile on Dice.  You come across the profile and think, "Wow this person looks great!"  You call the number provided and what ya know its a "recruiter" fishing for a lead telling you that the candidate is one their consultants.

I cant tell you how frustrating this is and wonder if this is becoming common practice (and accepted) in our industry?

This has been going on forever. I think it's sleazy. They also apply to job postings using the candidate resume. When you attempt to contact the candidate your phone starts ringing with some sleaze ball from Indua telling you that this is actually one of their contractors available immediately. I have an immediate response and it sounds like, f u, you sleazy unethical puke do not contact us again ever.
