In the previous day's the staffing agency uses hiring manually and there is a lots of work to do and takes a lot's of time to do.
But now the time has changed and use of ATS System is trending higher so i would suggest to use Best Applicant Tracking System with advanced features.
I am using iSmartRecruit from past few years and it's complete advanced ATS.
