Recruitment is filling jobs from creation of the brief to offer management and everything inbetween. What most agencies do (especially if they are niche specialists) is trade a very small number of candidates to the highest bidders. The ethics that drive that kind of activity get worse when you factor in that they're almost always racing against other agencies.
