Your question seems to connect well with the book by Geoff Colvin - "Talent is overrated". Raw talent is not as critical as an applicant who through deliberate practice has developed real strengths.
However, as we all know, 20 times 1 experience still gives you a low score, so unless the experience is supported by deliberate practice, it is not indicative of having achieved mastery. Just because a person has been interviewing people for twenty years does not make them a top recruiter, unless they have superior recruiting skills that have been developed by practicing and improving.
