I also recommend tools like Hoovers, Zoominfo, Spoke etc, for getting the information. The number of calls taken in reaching the decision maker depends upon their availability, I usually leave them a voice message mentioning the value-proposition they can get by using our services. Sometimes they reply to them or when the next time you reach them they will be eager to listen to your proposal. My fav tool in business development is LinkedIn, because you not only get the names of the decision makers but also you can communicate with them by getting connected. I often ask candidates how they can make a decision without all the information, and let them know I won't be angry if, after careful consideration, the opportunity isn't right for them. I say that interviewing is a process of "gathering information" and my job is to help them have all the knowledge they need to make the best decision for them. How can they make a good decision without all the details? Seems to help. But, as always, the price of admission is full disclosure and communication.
