The fine print stated that they reserve the right to refuse entrance to recruiters working with agencies (paying customers who received the invitiation)!
I have also heard from several hiring managers we work with, that they themselves are reaching out to candidates on LinkedIn, but don't get a response. Then they ask us to try the same person for a fee on some occassions as well (and we have been successful).
