Why a company chooses CONTRACT resource vs. PERMANENT employee?

I guess this is more of a question that I hope to get responses to...rather than a blog post.
I'm looking to compile various reasons a hiring manager or company would prefer to hire a contractor vs. a permanent employee.

Reasons OTHER than budgets and money. I understand the financial benefits...but lets talk about the OTHER reasons out there that managers hire contract resources for long-term positions.

Social Forums - Recruiting (How To)

You are absolutely right...the problem I have been facing here is that the pool of Supply Chain candidates is very small. I have heard it called the beauty shop of Oil and Gas. It is so small in fact that if something happens with a contractor at one of my client’s sites, the next day I will have about 5 phone calls from contractors working with other clients asking me what happened. Can we say gossip? lol
Anyway...I don' think I said this right on the posting...but after the internal database (and yes…always, always the first place I look) has been exhausted, referral sources have been exhausted, and LinkedIn/boards….where to next?? I want to learn…how on earth did they do this before boards? Before databases and online resources? How do I call into a company and find the right person? The true “old school” way. I want to make more calls and find people that aren’t on the boards. Most people in this industry follow their co-workers and managers and get jobs though word of mouth and connections. I would love to find out how to reach these people …the ones who are not on the boards, not on LinkedIn and are never actively on the market.
