Trying to develop a pipeline of bilingual English/Spanish candidates for future customer service roles in our Las Vegas territory. We are attending local job fairs, hosting Open Houses onsite, reaching out job developers, posting on external job boards, email blasts, college campus visits and tabling events, advertising in Hispanic newspapers, and soliciting employee and candidate referrals. Any suggestions on other methods we can use to attract this population?

In addition to the efforts that your company is using perhaps you can focus on user groups, (Yahoo!, Google, ect), contact specific groups that meet monthly or quarterly to share your opportunities, another idea is to utilize LinkedIn, Doostang, FaceBook, Ziggs, ZoomInfo, Spoke and Palxo's Pulse (any social networking site that you can think of). One hand washes the other and recruiters are happy to help each other. The State Unemployment Center is another source that could be utilized. The state recruiters can prepare candidates by pre-screening them and preparing them for opportunites with your company. Hope that this leads you to other options for hiring.

You may also consider community centers, on-stop shops, advertising in church bullentins, etc.
depending on your timeline, I would recommend employee referral bonuses. If you have not gone 'live' and this is pipeline only, you could still offer it as a part of the interview process. Offer gift cards to those that bring a friend - starbucks, panera bread, etc. Also try outplacement agencies that have operations in the area, national ones are DBM (Drake Beam Morin) LHH (Lee Hecht Harrison) and any local outplacements. There is always the local government agencies that may offer $$ for training and placement of their clients.
