Here is a great tool to use for interviewing candidates if you have a budget crunch. It's free to use and if you hook up a webcam to your laptop or computer you can conduct a pretty good video interview, all for free. My company uses Skype extensively to keep in touch with everyone and our international telecommunication costs down.
