In the technical staffing industry, who typically supplies the recruiting agreement, the client or the recruiting company?

The recruiting company should have contracts in place, per their lawyer.  Any changes/tweaks should be done through approval on both sides.  That being said, some large/big box companies have standard recruiting 'contracts' in place.  If you are going that route, I would have your lawyer go over them VERY CAREFULLY as they are going to be written to protect that big box (deep pocket) company.

Try to find a good employment/contract attorney.  We've seen different lawyers have differing opinions on what's important and at the end of the day, protecting our business and those relationships is what's key.
