I use Silk Road Technology's Open HIre and HIGHLY recommend this product. They offer a complete Life Suite of applications which take you thru all steps of human capital management. This group has been great to work with, from the initial sales talks all the way thru to implementation and continued support. This ATS is recruiter-centric, where others are media-centric. They have the technology and staff to support far more than many other ATS's I've reviewed.

Beyond.com offers a free ATS with any employer/recruiter account.

Its fully compatible with other industry leaders AIRS and TalentHook applicant tracking systems!

Not a vendor or bias recommendation, but these three I've used and enjoyed!

We are in the process of changing ATS systems and I evaluated several options (15+). Our final two were Send-outs and Bullhorn. I must say that both these options met our needs and we could have went either way on the system. I would reccomend these two for evaluations as solid systems. I am not fully emersed in our choice yet, but all indications look great!
We use iCIMS now but I feel that it's geared more toward applicant-driven corporate recruiting (not that there's anything wrong with that!). For a search firm, who doesn't post jobs much, a lot of it is overkill. So I would say if you're a corporate recruiter and you have a busy job board on your company site, they are probably good for you. Unfortunately it's very evident when talking to their tech folks that they do not fully understand the mechanics of third party recruiting, as the person I deal with hasn't a clue why we would want to market candidates when there isn't a job order. Also they could understand why we wanted to track hiring manager and recruiter on a job, but it took a little explaining for them to understand what an account manager/salesperson was, how they fit in to the equation, and why we'd want to track the AM for that job as well (continually saying, well isn't that the same as the hiring manager???) Just a few examples. At any rate, it is what is, and we bought it so "work-around" is my new favorite word :)

My company is their partner and it’s great.
I switched from agency to corporate a few months ago and MISS having an ATS. I used MicroJ Plus (excellent - user friendly, intuitive, excellent reporting capbabilities) and Gopher (cumbersome to say the least) on the agency side. And now...I get to use an Excel spreadsheet...seriously. Although I'm trying to sweet-talk IT into building me an Access DB. Sad but true! :)
I have used
a. MaxHire (Licensed ASP based ATS with automated job posting capabilities),
b. TalentHook (licensed desktop resume mining tool with important but decentralized ATS features for mining-heavy operations)

The above integrate extremely well (in my experience) if used in conjunction.

I have cursorily evaluated..
a. RESUMate (one time purchase desktop ATS),
b. CBIZ (ASP/Desktop versions with resume mining, Applicant tracking and CRM features)

Depending upon your specific needs, you might like or discount any of these. For my needs (agency recruiting without a central ATS), I was leaning towards Talenthook because my resume mining needs outweighed the ATS function by a fair bit.
