More green jobs - if only the government was more efficient

Seems as if the Department of Energy has $25 Billion to make loans to financially viable companies to use to fund development of electric powered cars. The program was developed in 2007 and has yet to dole out any money - money that would undoubtedly create jobs for recruiters as well.
