Bonus Structure

I had started as a Recruiter about a year ago in a small private practice. This is the first time for this position to be full-time and they came up with a bonus plan for every employee I hire. It's not working and I have nothing to compare it to. Can anyone share with me their bonus structure? I hire Physical and Occupational Therapists in a Medicare part B practice. Thanks!
