It brings up more questions than answers in my mind.
Depending on your company culture, HR may still be seen as the workplace equivalent of going to the principal's office. So then it's up to us as HR professionals to promote all of our strategic efforts, to get out in front of the office and be seen as a positive contributor to our organization's success. Right?!

It's tough out there folks and there is no hiding from it. We have seen things revert to where they were in the fall with positions melting away. Somebody tweeted a question this morning asking for what industries or jobs are still in high need and in need of recruiting assistance. We have about 1/4 of the jobs that we had a year and two years ago so while things are way down, we do still have jobs.
